Why do producers of steel and aluminium goods need CBAM software?

From 2026, reported embedded emissions of products must be verified by an independent CBAM verifier.

A successful verification no longer rests on the emissions calculation alone. The producer must have an established Monitoring Plan, a documented data flow and system of controls, provable data traceability, and an OER ready for the verifier to examine.

Without an established verifiable CBAM system there is a risk that actual embedded emissions will not be provable or accepted in the CBAM verification procedure. In that case the EU buyer will, when declaring the embedded emissions of the imported goods and calculating certificates before the EU authorities, apply default installation and precursor emission factors to the producer goods, which will significantly increase the cost of those certificates.

What does a verifiable producer CBAM system cover?
